Under the patronage and guidance of Dr. Naeem Al-Aboudi, Minister of Higher Education and Scientific Research, the Federal Ministry of Higher Education and the Ministry of Higher Education of the Kurdistan Regional Government have signed a landmark agreement to regulate the exchange of student admissions between universities in central and regional Iraq.
The agreement was finalized during a joint meeting held in Erbil, attended by Dr. Haider Abdul-Dahd, Deputy Minister for Scientific Research Affairs, Dr. Aram Mohammed Qadir Amin, Minister of Higher Education in the KRG, along with officials in charge of supervision, academic evaluation, quality assurance, and several general directors and advisors.
Both parties affirmed that this unprecedented agreement, which outlines clear procedures and mechanisms for implementation, marks a major step within a broader governmental framework aimed at:
- Facilitating the mobility of students and researchers,
- Enhancing scientific cooperation and mutual understanding,
- Strengthening academic partnerships across all regions of Iraq.
The agreement includes the allocation of study seats in both undergraduate and postgraduate programs for students from both sides. These opportunities span a wide range of fields including medical, engineering, humanities, and technical disciplines, and will follow the approved admission regulations and competitive application processes starting in the 2025–2026 academic year.
