In Line with Its Legal Authority… Ministry of Higher Education Affirms that Service Fees Are Part of the Digital Development System and Do Not Affect Free Education

Reaffirming its commitment to enhancing the university education environment and improving its mechanisms through comprehensive digital transformation and automation of academic and administrative processes, the Ministry of Higher Education and Scientific Research emphasizes the legality and soundness of its adopted frameworks—particularly the fees associated with the Ministry’s digital platforms, which fall within the package of services provided at universities in accordance with existing laws, regulations, and legislative decisions.

In this context, the Ministry calls for accuracy and caution when addressing certain interpretations circulating on social media regarding free education. It stresses the importance of distinguishing between secondary service fees and tuition fees governed by Law (25) of 2016 and Law (22) of 2024.

Exercising its legally mandated authority and responsibility in managing Iraq’s higher education and research sector, the Ministry continues its development tracks in digital transformation and automation by implementing more than 120 advanced systems. These initiatives aim to reinforce smart governance, strengthen integration between students, faculty, and administration within a modern digital environment, enhance the global standing of Iraqi universities, and consolidate their presence in the field of comprehensive digitization.
